PROBLEM TO BE SOLVED: To efficiently convert thermal energy into electrical energy. SOLUTION: A PZT film 12 and an anode electrode 13 are disposed in a sealable case 11. Argon gas is supplied into the case 11 to form an gas atmosphere there, and then temperature change is imparted to the PZT film 12 to emit electrons from the PZT film 12. These electrons migrate toward the anode electrode 13 and collide with argon atoms on the way. At this time, the argon atoms emit electrons and are thereby ionized positively.
