PROBLEM TO BE SOLVED: To provide an advertising and promoting medium which is visible even from remote more than a small flag system and brings a visitor of an event place, having the novel impression sensation by using the equipment similar to that of the conventional small flag system in the event place. SOLUTION: A post similar to the conventional one is used, and a rope is stretched and fixed in an arbitrary direction of north, south, east and west from the upper part of the post. The umbrella-shaped aerial float that can rise/float along the rope when lift due to wind force or ascending power due to ascending air current, is penetrated and mounted to the rope. Also, a device for controlling to rotate the rope is positioned. Further, the aerial float is mounted to the end of the rope of an extensible structure and hung down from the upper part of the post to make the aerial float fly high in the sky like a kite.
