PROBLEM TO BE SOLVED: To provide an electromagnetic induction heating type fixing device and an image forming apparatus in which the running of a guide member onto a roller member due to the biasing of a fixing belt is surely suppressed. SOLUTION: The fixing device includes: the fixing belt 22 having the guide member 22a raised inward to restrict the movement in a width direction at a width-directional end of an inner circumferential surface; and an induction heating section 24 which generates magnetic flux to directly or indirectly heat the fixing belt 22. The induction heating section 24 has a restriction member 40 raised toward the fixing belt 22 so as to restrict the running of the guide member 22a onto the roller member 23. A gap G is formed between the restricting member 40 and the fixing belt 22 in such a manner that the gap G does not exceed the thickness D of the guide member 22a in the raising direction.
