PROBLEM TO BE SOLVED: To provide a video sound output system capable of easily setting an acoustic field proper for output of sound information, and to provide a video sound processing method, and a program.

SOLUTION: A sound processing apparatus 3 includes: a sound information accepting part 31 for accepting sound information; an arrangement information acquisition part 32 for acquiring arrangement information of respective sound output devices 4; a display position acquisition part 33 for acquiring display position information relating to a video information display position of a video display device 2; a viewing position setting part 34 for setting a viewing position of video information displayed on the video display device in accordance with the display position information; a viewing position sound constituting part 35 for constituting viewing position sound information which corresponds to the viewing position set by the viewing position setting part 34 and is outputted from respective sound output devices 4, from sound information accepted by the sound information accepting part 31; and a viewing position sound output part for outputting the viewing position sound information to corresponding sound output devices 4.
