A horizontal cooler body has, on its outside, a cooling jacket, and a rotating shaft penetrating the axis of a cooler body is provided in the cooler body. A large number of scraping/stirring blades are arranged in the longitudinal direction of the rotating shaft, and each scraping/stirring blade is made up of a leg body provided in the radial direction of the rotating shaft and a scraping/stirring blade body provided at the forward end of the leg body and in parallel with the rotating shaft. Further, a gas hydrate introduction opening is provided in one end of the cooler body and a gas hydrate discharge opening is provided in the other end of the cooler body. Also, refrigerant liquid is supplied to the cooling jacket to cool gas hydrate in the cooler body to below the freezing point.
