A cathode catalyst for a fuel cell is provided to realize excellent current density at a cathode by virtue of high activity and selectivity to reduction of an oxidizing agent, thereby improving the quality of an MEA for a fuel cell using the same. A cathode catalyst for a fuel cell comprises: a carbonaceous material; silver(Ag) supported on the carbonaceous material; and dialkyl hydrogen phosphate bonded to the carbonaceous material and silver(Ag). The silver(Ag) is supported on the carbonaceous material in an amount of 5-80 wt% based on the total weight of the catalyst. The dialkyl hydrogen phosphate contains a C5-C20 alkyl group, includes dihexadecyl hydrogen phosphate, and is used in an amount of 0.1-5 wt% based on the total weight of the catalyst.
