PROBLEM TO BE SOLVED: To provide a cover for a headrest, which is capable of preventing the erroneous assembling and omission of the assembling of a headrest core to stays. SOLUTION: This cover 14 is formed with an introduction passage 21 communicating an inlet 16 with an insertion hole 17 formed at its bottom part 14d. The headrest core 19 is assembled with stays 18 to constitute a headrest base material 13. In this state, the headrest core 19 of the headrest base material 13 is stored in the interior of the cover 14. In the state where leg parts 18a of the stays 18 are inserted into the inlet 16, the slit-shaped introduction passage 21 and an introduction passage 22b formed in passage closing members 22 for closing the introduction passage 21 are widened from the inlet 16 to move the leg parts 18a into the insertion hole 17.
