The present invention relates to an electroionic apparatus for treating an aqueous solution, including a flow cell through which the aqueous solution may flow, and a high frequency AC power source. The AC power source generates a signal that is transmitted to the electrodes to generate an electromagnetic field and an ionic current within the aqueous solution in the flow cell. The present invention also relates to the generation of chemical elements and compounds in the aqueous solution being treated, including hydrogen peroxide, hydrogen, oxygen and free radicals, and the facilitation of certain disinfection, oxidation and other chemical reactions by such elements.
