A filter for a display device and a plasma display device including the same are provided to reduce a manufacturing cost by forming a resin layer having at least one function on an electromagnetic wave shield layer. A filter includes a base film(110), an electromagnetic wave shield layer(120) directly formed on the base film, and a resin layer(130) formed on the electromagnetic wave shield layer and containing any one of near-infrared ray absorbing material, a flame-colored wave absorbing material and a color control material. A non-reflective layer(140) is formed on the resin layer, and an adhesive layer(150) is formed on a rear surface of the base film.
