PROBLEM TO BE SOLVED: To improve dimensional stability and to prevent the change of a shape by heat. SOLUTION: A substrate 32 constituting a foaming member 30, when viewed on the basis of a shape relationship to a skin 34, in relation to the bottom surface part of the skin recess 34A of the skin 34 protruding to the side of the substrate 32, is divided into a first composition member 40 constituting a part not protruding from the bottom surface part to the skin 34 side and a second composition member 42 constituting a part protruding from the bottom surface part to the skin 34 side to be composed. The substrate 32, when a case in which a foaming mold with the substrate 32 and the skin 34 set is closed when foam 36 is molded is made a basis, is divided into the first composition member 40 constituting a part not interfering with the skin 34 and the second composition member 42 constituting a part interfering with at least the skin 34 to be composed.
