PROBLEM TO BE SOLVED: To provide a secret communication system in which one-to-many or many-to-many connection is achieved, by both the quantum channel and the classic channel. SOLUTION: Random numbers K1-KN are generated and shared between a center node 10 and a plurality of remote nodes 1-N, connected by an optical fiber and encrypted communication, is performed with each remote node by using the shared random numbers K1-KN as an encryption key, respectively. In the center node 10, switching sections 101 and 103 are provided to respond to the quantum channel and the classic channel, and switching thereof is each controlled independently by a control section 105.
