摘要 PROBLEM TO BE SOLVED: To provide an internal combustion engine for generating less amount of carbon dioxide and nitrogen oxide which is capable of effectively using a water resource of a small scale. SOLUTION: A vane type rotating mechanism obtains the power by burning hydrogen to reduce generation of carbon dioxide and nitrogen oxide. The rotating mechanism has a structure combining an impeller dividing a circle around a spindle with offset cylindrical divided arcs. A housing 1 and the impeller 2 are tightly fitted to each other, the divided arcs 4 between the impellers are also built in a groove of the housing, and a space between vanes is displaced together with the rotation of the vanes. When the mechanism is used for an internal combustion engine, the vanes are moved in a spreading direction in the housing to form the power by the explosive combustion of a fuel. When the mechanism is used for pumps, the power is given to the spindle to rotate the spindle. Then, the spreading side forms suction and the narrowing side forms the pressure.
