PROBLEM TO BE SOLVED: To provide a sanitary washing device which reduces a part of the sanitary washing device that overlaps a toilet bowl and makes it difficult for urine to come in between the sanitary washing device and the upper face of the toilet, and to provide a toilet apparatus having the sanitary washing device. SOLUTION: The sanitary washing device includes a seat toilet 800, and a body 400 which has a built-in water delivery nozzle and is set at the rear of the top of the seat toilet 800. The front end face of the body unit 400 has a curved recessed surface 402 that is recessed along the opening end of the bowl 810 of the seat toilet 800. The curved recessed surface 402 has an opening through which the water delivery nozzle advances and retreats, and a closure 460 covering the opening. The front end of the curved recessed surface 402 is projected toward the front part of the bowl 810 to be slightly closer thereto than the opening end of the bowl 810, so that a user squatting down in front of the seat toilet 800 is able to see the vicinity of the upper end of the rim 830 at the rear end of the bowl 810.
