PROBLEM TO BE SOLVED: To provide an apparatus and a method for manufacturing a conductive rubber roller for preventing defects of a conductive core material such as scratch, stain and deformation from generating, and providing good setup properties and productivity. SOLUTION: The apparatus for manufacturing a conductive rubber roller comprises an extruder for extruding a tube of a foam rubber layer precursor, a microwave irradiation device configured by a tunnel kiln system having a microwave irradiation distance of 1.8 m or more and 2.0 m or less and for heating the tube of the foam rubber layer precursor to form a tube of a foam rubber layer, a cutting device for cutting the tube of the foam rubber layer at a fixed length, a tube insertion device for inserting a conductive core material into the tube of the foam rubber layer cut at the fixed length, and a polishing device for polishing an outline of the tube of the foam rubber layer inserted into the conductive core material with an abrasive wheel being a general-type mold, on the same line, and using the apparatus, a conductive rubber roller having the foam rubber layer formed on the conductive core material is manufactured.
