A cathode catalyst for a fuel cell is provided to realize excellent activity and selectivity to reduction of an oxidizing agent and high stability even under an acidic atmosphere, thereby improving the quality of a fuel cell system. A cathode catalyst for a fuel cell comprises a carrier and an active substance of Co-Cu-P-(OH) supported on the carrier. The active substance comprises 20-40 mol% of Co, 30-50 mol% of Cu, 3-5 mol% of P and 5-47 mol% of OH. The active substance is supported on the carrier in an amount of 5-85 wt% based on the total weight of the catalyst. The carrier includes a carbonaceous material.
