An elastic washable cleansing cosmetic composition is provided to improve cleansing effects on make-up components, inhibit skin irritation by simply washing it off with water after use, and serve sensory enjoyment by elasticity inducing resonance against exterior impact. An elastic washable cleansing cosmetic composition comprises 5-40 wt.% of nonionic surfactant having 5-15 HLB(Hydrophilic Lipophilic Balance), 10-60 wt.% of oil, 5-60 wt.% of multivalent alcohol and 10-40 wt.% of purified water, wherein the nonionic surfactant is polyoxyethylene-60 hydrogenated castor oil, polyoxyethylene glycol-25 octyldodecyl ether, glyceres-25 PCA isostearate, polyethyleneglycol-30 or polypropylene glycol-6 decyltetradecyl ether and the multivalent alcohol is glycerine, diglycerine, 1,3 butyleneglycol, propyleneglycol, dipropyleneglycol, erythritol, sorbitol, mannitol, methyl glyceres-10, methyl cryceres-20, glyceres-26 or polyoxyethylene.
