An apparatus and a method for controlling a home control network are provided to enable any device at home to control other devices within a home control network. The second interface unit(530) supports the second control protocol used in the second home network. A controller(520) includes a proxy(540) that makes a control device(400) operate as the virtual second home network device representing at least one device to be controlled through protocol conversion between the first interface unit(510) and the second interface unit(530). The proxy(540) generates a description document including device information and function information regarding the at least one device to be controlled. The controller(520) outputs the generated description document through the second interface unit(530).
