PROBLEM TO BE SOLVED: To distinguish abnormality of a battery itself mounted on a vehicle from other abnormalities, and improve precision in abnormality determination of the battery. SOLUTION: This has a battery voltage detecting means of detecting the voltage of the battery, an electric power residual capacity estimating means of estimating an electric power residual capacity of the battery from the battery voltage detected by the battery voltage detecting means, and a decomposition time estimating means of estimating a decomposition time of an inactive material adhered to an electrode surface of the battery, and is provided with a battery abnormality determining means of detecting it by distinguishing the abnormality of the battery from the abnormalities except the battery based on the electric power residual estimating means and the degradation time estimating means.
