PROBLEM TO BE SOLVED: To provide a video signal processing apparatus which conceals a video part having quality degraded in the case of underscan display of a video signal for a TV receiver, or the like without enlargement/reduction processing in a scaler circuit part of a matrix display and is capable of reducing an influence of image persistence. SOLUTION: With respect to underscan display of displaying all video signals input to the matrix display, a video signal composite means is provided which superposes a mask signal on a video signal like an HDTV signal to mask a peripheral edge part of video.
