PROBLEM TO BE SOLVED: To enable a user-registered user to automatically apply authority for performing user registration to a new user, and to maintain security against illegal use. SOLUTION: When an already registered user newly registers other user, the newly registered user is positioned at one-step low rank of a tree structure. Then, when the instruction of new user registration is input from a user D, for example, a composite unit decides whether or not the user D is registered in a user registration database, and when the user D is registered, decides whether to admit the registration of the new user by the user D according to the number of hierarchies in which user registration has been performed until the registration of the user D. In this case, the authority of the new user(new user preparation authority or the use authority of the composite unit or the like) is set so as to be equal to or below the authority of the user D.
