PROBLEM TO BE SOLVED: To obtain a method of manufacturing an optical fiber preform capable of easily drawing a target rod from a soot preform and preventing impurities from contaminating a core layer. SOLUTION: The optical fiber preform 10 is manufactured by the steps of preparing the soot preform 13 by depositing glass fine particles 12 around the target rod 11, drawing the target rod 11 from the soot preform 13, dehydrating and calcining the hollow soot preform 13, and heating a hollow glass body 14 obtained by dehydration and calcination into a solid body. On the occasion of the process, a buffer layer 15 is provided around the target rod 11 before the process of making the soot preform and the buffer layer 15 is removed before a collapse process after dehydration and calcination so that the target rod 11 can be easily drawn from the soot preform 13 and the impurities can be prevented from contaminating a core layer of the glass body 14.
