PROBLEM TO BE SOLVED: To provide an activator which is used for a hydraulic transfer film and to provide a method which enables easy preparation of the activator which is capable of uniformly activating a curable resin film and an ornamental layer. SOLUTION: The activator is used for manufacturing a hydraulic transfer body using the film for hydraulic transfer which has a substrate film and a transfer layer being soluble in an organic solvent and having at least the ornamental layer and the curable resin layer. The activator is prepared by the method wherein the organic solvent a the amount of which of adsorption on the occasion of being adsorbed by the hydraulic transfer film to be used, for 15 seconds under the conditions of 25°C and an introduction pressure of 3 kPa in a gas adsorption device, is above 0.4 g m<SP>-2</SP>, the organic solvent b the above amount of which is above 0.2 g m<SP>-2</SP>and within 0.4 g m<SP>-2</SP>and the organic solvent c the amount of which is 0.2 g m<SP>-2</SP>or below, are mixed within the range which satisfies the organic solvents a, b and c respectively 20-40 mass%, 25-60 mass% and 10-50 mass%.
