PROBLEM TO BE SOLVED: To quickly bring a load whose temperature-to-resistance value shows positive characteristics into a startup state without causing a problem of a rush current by a simple constitution in terms of both hardware and software. SOLUTION: This power supply is so constituted that an electric double-layer capacitor 20 is connected in series with an output circuit 10 including a commutation diode 11 as a direct-current-output power converting means (DC-DC converter) and a choke coil 12. When a load L whose temperature-to-resistance value shows positive characteristics is started, the load is supplied with power from the electric double-layer capacitor 20 with the DC-DC converter turned off. When a predetermined time has lapsed, the power supply is supplied with predetermined rated power from the DC-DC converter. A rush current bypassing diode 40 for bypassing a rush current generated when the load is started is connected to the output circuit 10 of the DC-DC converter so that the bypassing diode is in parallel with the commutation diode 11.
