PROBLEM TO BE SOLVED: To provide a sanitary washing device which reduces a part of the sanitary washing device that overlaps a toilet bowl and makes it difficult for urine to come in between the sanitary washing device and the upper face of the toilet, and to provide a toilet apparatus having the sanitary washing device. SOLUTION: The sanitary washing device 100 includes a body 400 which has a built-in sanitary washing function unit and is set on the top of a seat toilet 800. The front face of the body 400 has a curved recessed surface 402 that is recessed along the opening end of the bowl 810 of the seat toilet 800.
