PROBLEM TO BE SOLVED: To provide a hard metal made of fine particles, which contains B and is superior in hardness, toughness, abrasion resistance and breaking resistance. SOLUTION: The WC-based hard metal made of fine particles has a composition comprising a WC phase with an average particle diameter of 0.8μm or smaller, a metal bonding phase mainly containing Co, one or more elements selected from among Cr, V and Ta, B and the balance with unavoidable impurities. A Co content is 4 to 20 mass%, a Cr content is 0.04 to 0.15 by a weight ratio to Co, a V content is 0.025 to 0.1 by a weight ratio to Co, and a Ta content is 0.025 to 0.1 by a weight ratio to Co. When (P) represents a peak intensity of a W2Co21B6 phase (420 face) and (Q)represents a peak intensity of a Co phase (111 face) in an X-ray diffraction pattern, a peak intensity ratio P/Q satisfies P/Q≤0.2.
