PROBLEM TO BE SOLVED: To provide a flat heater to be used for a steering wheel of an automobile, a motor boat or the like improved in operation feeling when gripping the steering wheel by adjusting the temperature of the flat heater installed in the steering wheel. SOLUTION: A plurality of heating parts are formed by folding a linear heater 17 along the circumferential direction, dividing the circumference of a ring part 12 into a plurality of parts, and the linear heaters 17 of the heating part are folded to be thickened different from each other. With this structure, temperature distribution on the circumference of the rig part 12 is adjusted, and heating of the flat heater 14 is also adjusted in response to structure of a spoke part 13 of the steering wheel 11 and gripping way of the user.
