A device for issuing an alarm and an order in an integrated ubiquitous city control platform is provided to integrally manage the alarm/order for abnormality occurrence by informing a specified or unspecified user of abnormality occurring in the integrated ubiquitous city control platform and outputting the order for managing the abnormality. A report receiving module(110) receives a report for the abnormality occurring in the integrated ubiquitous city control platform. A priority determination module(150) determines priority of the abnormality if the report is received. An alarm transferring module(120) transfers the alarm message corresponding to the priority abnormality among the reports to many specified or unspecified users. An order/managing module(130) transfers the order and management for managing the abnormality occurrence to many specified or unspecified users, and manages a management result. A database managing module(140) stores/manages report details, alarm message details according to the abnormality occurrence, and order/management details. A log module(160) records a processing state of report reception alarm message transfer, and an ordering/managing result.
