A structure having a characteristic of conducting or absorbing electromagnetic waves is provided to retain fibers effectively, and to be used as electrically conductive material, electromagnetic absorbing material, and electromagnetic shielding material. A structure(1) having a characteristic of conducting or absorbing electromagnetic waves includes base material(11a,12a) and a fiber convex structure part(11c,12c). The fiber convex structure part has the characteristic of conducting or absorbing the electromagnetic waves, and is partially formed on the base material so that at least a part of fiber is located outwardly from a surface(11b,12b) of the base material. The surfaces having the fiber convex structure parts are overlapped with each other to face each other.
