An anti-static hard coating film with high hardness and a manufacturing method for the same are provided to secure high hardness and excellent wear resistance, weather resistance, and high optical transparency of the film and to improve productivity by making the hardening speed fast. An anti-static hard coating film with high hardness has a hard coating layer(2) formed on at least one surface of a transparent base film(1). The hard coating layer is formed by applying hard coating solution containing heteropoly acid, and is composed of a first hard coating layer formed by applying hard coating solution or hard coating solution containing heteropoly acid and a second hard coating layer formed on the upper side of the first hard coating layer by applying hard coating solution containing heteropoly acid. A gap between the first and second hard coating layers is partially cross-linked.
