An apparatus and a method for manufacturing an anti-reflective film are provided to manufacture an optical film of a high quality having a high average reflexibililty at a high refractive index. A method for manufacturing an anti-reflective film includes the steps of: forming a spreading layer by spreading an optical function layer(43) with a low refractive index layer forming liquid; promoting a dry of the spreading layer; forming the low refractive index layer(46) by hardening the spreading layer after promoting the dry process; and illuminating an ionizing radiation on the low refraction index layer after hardening process. The hardening step includes the steps of: heating the spreading layer at a first hardening temperature for hardening; and heating the spreading layer at a second hardening temperature for hardening higher than the first temperature.
