<p><P>PROBLEM TO BE SOLVED: To provide a light distribution controller distributing light of a headlamp to the emitting direction optimal to a driver even when a vehicle travels at a low speed or a high speed or when it travels on an express highway. <P>SOLUTION: This light distribution controller comprises a vehicle speed sensor 3 detecting speed of the vehicle, a steering angle sensor 4 detecting a steering angle of vehicle steering, a navigation information communication means 5 detecting whether a road on which the vehicle travels is a high-speed travel road permitting traveling at a predetermined vehicle speed or higher, an infrastructure information communication means 6, and a light distribution control ECU 2 controlling the emitting direction of the headlamp 1 of the vehicle. When the steering wheel angle is at a predetermined value or lower, the dead zone for not changing the emitting direction of the lamp is set smaller as the vehicle speed gets higher, and when the road on which the vehicle travels is detected to be a high-speed travel road, the dead zone is set larger.
