PURPOSE: To prevent the generation of a part which is not encoded and is thrown away in a device encoding an image after reducing the image. CONSTITUTION: An image reduction means 1 reduces a sheet of the input image of lateral M picture elements and longitudinal N picture elements by defining lateral X×m picture elements and longitudinal Y×n picture elements as a unit and an image compression encoding means encodes the reduced image by defining the block composed of lateral m picture elements and longitudinal n picture elements as a unit. Namely, the size of the unit reducing the image is made lateral X times and longitudinal Y times (X and Y are integers) as many as the size of the block compressing and encoding the image. When the reduction by a picture element unit is performed like a reduced image (1), a fraction which can not be divided is generated in the block. Because this fraction part is not encoded, the reduction is performed by defining three lateral blocks and two longitudinal blocks as a unit like a reduced image (2). |
