A plasma display panel is provided to improve low gray-scale expression by reducing unit light and to reduce reflective luminance of external light and to improve light room contrast by increasing an area of a bus electrode. A second substrate(120) is opposite to a first substrate(110). A barrier rib(124) is formed between the first and second substrates in order to define discharge cells. A plurality of pairs of transparent electrodes(111,112) include a pair of first transparent electrodes(111a,112a) extended in parallel to each other on the first substrate and a pair of second transparent electrodes(111b,112b) extended in parallel to the pair of first transparent electrodes on the first substrate. A plurality of pairs of bus electrodes(113,114) include a pair of first bus electrodes(113a,114a) extended in parallel to each other on the pairs of first transparent electrodes and a pair of second bus electrodes(113b,114b) connected to the pair of first bus electrodes in order to connect electrically the first transparent electrodes and the second transparent electrodes to each other. A plurality of address electrodes(121) are arranged on the second substrate in order to cross the pairs of transparent electrodes and the pairs of bus electrodes. A phosphor layer(125) is formed in each of the discharge cells.
