AN ELECTRIC ENERGY STORING DEVICE CONSTRUCTED FROM UNIQUELY DESIGNED COMPONENTS. EACH COMPONENT INCLUDES A FIRST NONCONDUCTIVE FRAME (15) HAVING AN OPENING (51) AND A PERIMETER. MOUNTED, BY ITS PERIPHERAL EDGE (56), ON THE FIRST NONCONDUCTIVE FRAME (15), IS A PLASTIC SHEET (55), HAVING A CENTRALLY POSITIONED OPENING (57). THE PLASTIC SHEET MAY BE MADE FROM CONDUCTIVE CARBON PLASTIC OR FROM NONCONDUCTIVE, ION-PERMEABLE PLASTIC. MOUNTED TO THE CETRALLY POSITIONED OPENING (57) OF THE PLASTIC SHEET (55) IS A SECOND NONCONDUCTIVE FRAME (60). EACH OF THE FRAMES HAS A WELD BEAD (62) THEREON AND A PLURALITY OF COMPONENTS ARE WELDED TOGETHER TO FORM AN OPERATIONAL DEVICE.
