A method and an apparatus for water-repellent process of fiber materials are provided to prevent fundamentally the generation of endocrine disruptors or VOC(Volatile Organic Compound), by using a non-halogen material when the water-repellent process is performed on the fiber materials. At least one selected from a group consisting of argon gas, nitrogen gas, helium gas, combinative gas of argon and nitrogen, and combinative gas of nitrogen and helium is inputted into a chamber(30) in which electrodes(32N,32G) are installed. A water-repellent process is performed on fiber materials by using plasma, which is generated by applying high frequency power to the electrodes. The electrodes have plate-type structures, and the distance between the electrodes is variable.
