<P>PROBLEM TO BE SOLVED: To score people's feelings, heart, brains and work competence and implement world performance ranking. <P>SOLUTION: Individuals are questionnaired through an Internet program and judged by superiors and third parties on the questionnaire items so as to be scored on each item. A server determines not only each individual's self-rating differences but also the judges' biases of judgment from ranking differences from a right answer (common rating) to a certain item, and reflects unbiased values in the judgment. When such values are summed on a company basis, a pay distribution ratio can be calculated from what percentage each individual's performance points account for in the company.
