PROBLEM TO BE SOLVED: To provide a development roll excellent in toner charging property and toner filming resistance or the like and capable of giving images over a prolonged period of time. SOLUTION: The development roll comprises a shaft 1, a base rubber layer 2 formed on an outer circumference of the shaft 1, and a surface layer 4 formed on an outer circumference of the base rubber layer 2 directly or through another layer (an intermediate layer 3 or the like), wherein the surface layer 4 is formed from a resin composition comprising (A) an amino resin, (B) a diisocyanate, (C) a resin having a glass transition temperature (Tg) of≤0°C, and (D) a conductive agent, and the weight ratio of the components (A)-(C) is set in a range defined by the formula (α): 0.9≥(A)/((A)+(C))≥0.5 and the formula (β): 0.9≥((A)+(B))/((A)+(B)+(C))≥0.6.
