PROBLEM TO BE SOLVED: To provide a developer quantity regulating blade for preventing image failure such as irregularity or streaks caused by developer, by appropriately regulating a quantity of developer and developer particle diameter in the control of charging an area between the developer quantity regulating blade, a developing sleeve, and a developing roller and by regulating the surface roughness of the leading end of the developer quantity regulating blade. SOLUTION: The developer quantity regulating blade regulates a quantity of developer conveyed from a developer container by a developer carrier. The shape of the lower part of the leading end of the blade, which slides against the developer carrier, is such that a first angle between the sliding face and a first inclined face intersecting the sliding face is 20°to 60°and a second angle between a second inclined face intersecting the first inclined face and the face of the leading end is 1°to 20°.
