PROBLEM TO BE SOLVED: To provide a small-sized switching regulator capable of controlling the fluctuation in a load voltage at low cost. SOLUTION: A detector 11 detects a load current, a detector 12 detects a change rate di/dt, and when the load current suddenly changes, a PWM signal is switched to a PFM signal relative to a switching element 1, and control is hastened by increasing a switching frequency to enable control of a reduction in the load voltage. Normally, a PWM control system is employed and a PFM control system is employed for a short period only when a load suddenly increases, controlling an increase in the number of components and switching loss.
