PROBLEM TO BE SOLVED: To provide a base station apparatus which can reduce the occurrence probability of a problem such as the occurrence of interference to a neighboring cell caused by increase in the processing load of a scheduler or in the amount of use of a control channel, disconnection of communication and delay in frequency switching even while a terminal present in a cell center and utilizing frequencies for neighboring cells together is moving at high speed. SOLUTION: On the basis of estimated speed information of a mobile terminal from a speed detection unit 15 and estimated distance information to the mobile terminal from a distance detection unit 16, a scheduler 17 performs frequency allocation, use frame allocation and time slot allocation, for a system finely controlled in a time division manner, to each of mobile terminals so as to effectively utilize radio resources to a maximum. The scheduler 17 preferentially allocates a cell-specific frequency even to a mobile terminal present in the cell center while the mobile terminal is moving at high speed.
