PROBLEM TO BE SOLVED: To provide a heat-developable photosensitive material which has a high maximum image density and low fog density, excels in storage stability, and adapts to rapid development, by which a larger number of images can be produced, in a short period of time. SOLUTION: A photosensitive emulsion is provided which contains a photosensitive silver halide, a non-photosensitive aliphatic carboxylic acid silver salt, a reducing agent and a binder resin, wherein the photosensitive emulsion is prepared by mixing a photosensitive silver halide grain dispersion, obtained by dispersion in an organic solvent having a water content of 10% or lower, with a non-photosensitive organic silver salt particle dispersion obtained by dispersion in an organic solvent, and the mass ratio of the total amount of silver in the non-photosensitive aliphatic carboxylic acid silver salt and the photosensitive silver halide to the total amount of the binder resin (silver/binder) is to be in the range of 0.30-0.50.
