PROBLEM TO BE SOLVED: To provide an electrophotographic photoreceptor which can be applied to an electrophotographic device capable of accommodating high-definition, high-speed and high-volume copy, is suitable for image formation with short wavelength exposure and, particularly even after high-speed and high-volume image formation in an environment of high temperature and high humidity, suppresses image running, mitigates concentration and accumulation of stress between a photoconductive layer and a surface layer, suppresses deterioration of photosensibility and generation of ghost and is excellent in endurance. SOLUTION: The electrophotographic photoreceptor comprises the photoconductive layer formed by using amorphous silicon on a conductive base body and the surface layer, wherein the surface layer comprises a first region having an amorphous structure disposed in contact with the photoconductive layer and a second region having a crystalline structure disposed on the surface and both of the first region and the second region are made of either one kind of material selected from metal fluoride, metal oxide and metal nitride.
