PROBLEM TO BE SOLVED: To provide a soil cement wall which can prevent the liquefaction of ground from being caused by earthquakes etc., and which can enhance economical efficiency and constructibility. SOLUTION: This soil cement wall 10 is installed in ground in the state of surrounding a building so as to prevent the liquefaction of the ground including a weak stratum 4. In the soil cement wall 10, a first core material 11 is embedded in soil cement 13. The first core material 11 comprises a plurality of pieces of horizontally-juxtaposed and vertically-elongated H-shaped steel 12, the surface of which has protrusions 15, and a horizontally-elongated steel material for connecting the pieces of H-shaped steel 12 together on both the sides of a wall surface. A wall pile section 20 leading to a bearing stratum 3 is provided. The soil cement 13 at least in the weak stratum 4 and the bearing stratum 3 is composed of high-strength soil cement.
