PROBLEM TO BE SOLVED: To provide a roller mold manufacturing method capable of manufacturing a foam roller having uniform surface roughness suitably used in an image forming apparatus and equipped with a foamed elastomer reduced in the irregularity of a surface cell diameter. SOLUTION: When a particulate fluoroplastic resin is sprayed on the inner surface 10m of a cylindrical member 10 used in the molding of the foam roller to form a coating layer, a jet nozzle 20 is reciprocated from one end part of the cylindrical member 10 to the other end part thereof while rotating the cylindrical member 10 and the rotary direction of the cylindrical member 10 is reversed on a forward route A and a return route B.
