A fuel cell (10) includes an anode (2) and a cathode (3) each provided with a catalyst layer (2a, 3a), and an electrolyte membrane (1) arranged between the anode (2) and the cathode (3). A water electrolysis catalyst (4x) is provided on the cathode (3). Material degradation can be suppressed even if the cathode (3) is exposed to a high potential state.
