A toll payment device OBU(On Board Unit) is provided to collect a toll by being constructed in a non-contact RF method when a mobile communication terminal or a high pass card is mounted as payment medium. A toll payment device OBU includes a non-contact RF communication module and a local wireless communication unit(42). The non-contact RF communication module performs communication with a payment medium incorporated therein a smart card module for collecting the toll in a non-contact RF method by medium of an RF loop coil. The local wireless communication unit performs communication with a toll gate high pass management system to manage the toll payment process. The OBU relays the process for paying the toll between the toll gate high pass management system and the payment medium.
