Low-valent heavy metal portion is removed from a dispersion of a starting material of heavy metal mixed oxide or salt by a wet chemical process using a complexing agent in presence of monovalent cations and/or disproportionated by a disproportionating agent so inorganic solid-state cation conductor is produced. The monovalent cations are included to increase the ratio of exchangeable catalyst to the remaining heavy metal ions in solid material.
