<P>PROBLEM TO BE SOLVED: To correctly detect an effective region other than a non-effective region in an image including the non-effective region and the effective region of an arbitrary shape. <P>SOLUTION: A first threshold for determining whether a pixel is in the non-effective region is compared with a pixel value of a left coordinate position detector 64. By doing this, the left coordinate position detector 64 detects the position on predetermined coordinates of a leftmost pixel among pixels determined not to be pixels in the non-effective region in pixels aligned in one column in a horizontal direction in an image, and a right coordinate position detector 65 detects the position of coordinates of a rightmost pixel. Similarly, an upper coordinate position detector 66 detects the position on predetermined coordinates of an uppermost pixel among pixels determined not to be pixels in the non-effective region in pixels aligned in one column in a vertical direction in an image, and a lower coordinate position detector 67 detects the position of coordinates of a lowermost pixel.
