PROBLEM TO BE SOLVED: To provide a construction method strengthening sure adhesive strength between an aggregate and a road surface after a road is opened initially. SOLUTION: The construction method is composed of a process manufacturing primary improved asphalt obtained by adding a resin additive to straight asphalt, a process manufacturing secondary improved asphalt by adding an oil additive to primary improved asphalt and a process 1 adding water to secondary improved asphalt heated to a fixed temperature, agitating and mixing secondary improved asphalt and laying secondary improved asphalt 9 in a foamed state on the road surface. The construction method is further composed of a process 3 scattering the aggregate 17 from the upper section of secondary improved asphalt 9 in the foamed state and a process 5 flatly rolling secondary improved asphalt 9 by a rolling machine 19 after the aggregate is scattered.
