<p><P>PROBLEM TO BE SOLVED: To stably predict a power generation amount of a photovoltaic power generation system even when a weather forecast is wrong or even when it is a weather change that can not be explained by the weather forecast. <P>SOLUTION: A prediction equation derivation part 13 derives a power generation prediction equation for each time-zone in which a power generation amount in a prediction target time zone of the photovoltaic power generation system as a prediction target is made as a target variable on the basis of past power generation amounts stored in a history DB 12, and each power generation amount of each photovoltaic power generation system 3<SB>A</SB>, 3<SB>B</SB>, and 3<SB>C</SB>in a time zone prior to the prediction target time zone is made as an explanatory variable. A prediction calculator 14 predicts the power generation amount by substituting the power generation amount before the prediction target time zone which is received by a power generation amount reception 11 on a prediction implementation day, into the power generation prediction equation derived by the prediction equation derivation part 13.
